Elliot Magro was appointed Commissioner for Animal Welfare on 20 July 2026. The Commissioner’s aim is to promote and safeguard animal welfare, as well as to uphold the rights and protection of animals in Malta and Gozo.

Commissioner Magro served in the Malta Police Force for more than twenty-one years, during the last eleven of which he served as a Police Inspector. Throughout his career, he led investigations, prosecuted hundreds of cases before the Courts, and held various leadership positions. In recent years, he was responsible for the Environmental Protection Unit, where he led enforcement efforts relating to environmental offences and cases involving animal cruelty and mistreatment. Elliot Magro’s determination to ensure that animal rights are safeguarded is clearly demonstrated by the efforts he made to ensure that individuals who breached laws relating to animal welfare were investigated, brought before the Courts, and held accountable for their actions.

He holds an Honours degree in Criminology, a Diploma in Policing, and various international certifications related to the enforcement of environmental crime. He is currently pursuing a Master’s degree in Criminology at the University of Malta.

His commitment to the protection of animals was also recognised in 2022 at the Animal Honours Awards, organised on the occasion of World Animal Day, when he was presented with the Special Award of the Commissioner for Animal Welfare in recognition of his dedication to enforcing laws relating to animal cruelty and mistreatment.
